Resolute Consulting was founded by Dean Downey who has a passion for finding the best solution for utility issues, whether it has to do with infrastructure, operations, or administration.  For more than twenty years Dean has been successful in many facets of the utility industry, including operations, management, technical assistance, and project management. Dean started out as an operator and has extensive experience operating and providing technical assistance in all four disciplines (water distribution, water treatment, wastewater collection, and wastewater treatment). He worked as a technical, managerial and financial assistance provider for rural utilities, so he understands the unique challenges rural and small utilities face. His passion for infrastructure has aided him in becoming a successful project manager with a unique ability to find simple infrastructure solutions for utilities and understand operational implications. As a utility manager, Dean has helped utilities overcome major challenges paving the way for long term utility viability.
